Communities of Change
We strengthen local partnerships and create shared visions to develop action plans that drive educational indicators, improving the quality of teaching and learning in each community.
What are Communities of Change?
The Communities of Change are territorial alliances, either newly established or existing, that build a shared vision and develop efficient, relevant, and scalable educational policies and practices. These efforts contribute to improving learning and educational outcomes at both the local and national levels.

Who are the members?
Secretariat of Education: Operates as the center of the Community of Change, with the Secretary and/or Deputy Secretary of Education acting as the Technical Secretariat. They ensure the alignment of priorities and initiatives identified within each territory.
Core Group: Comprised of the Secretariat of Education and 4 to 6 local organizations working in education. This group spearheads the implementation of the prioritized policies and practices in each community.
Extended Community of Change: Functions as a consultative body, including representatives from technical organizations with expertise in the prioritized areas (Systemic Action Axes). This group provides specialized knowledge and collaborates in crafting effective strategies for each territory.
Communities of Change in Colombia
The Communities of Change within the CEPE project span various regions of Colombia, tailored to the unique contexts and challenges of each area.
The territories where CEPE has activated these alliances include Amazonas, Antioquia, Barranquilla, Cali, Chocó, Cartagena, Cauca, Cúcuta, Manizales, Medellín, Quibdó, and Santa Marta. In these regions, we have collaborated with diverse public and private sector partners, all working together to strengthen the education system and ensure that every student receives a quality education.
